Under the proposal, the Louisiana Department of Health would oversee the cultivation, processing, transportation and retail sale of adult-use cannabis. Rather than creating an entirely new licensing structure, the bill limits participation to the state’s existing medical marijuana operators.

Under the proposed law, the Louisiana Department of Health would oversee the full pilot system, including growing, processing, transportation, and retail sales of recreational cannabis.
Eligibility and Participation Rules
If Louisiana House Bill 373 passes, only licensed marijuana facilities would be eligible to join the program. Participating retailers could designate one store per region to sell recreational cannabis, and existing growing could supply both medical and adult-use products.
